The Dimapur NH-29 junior engineer and the frontier-staffing maze

Thejato Sekhose is twenty-eight years old. He lives in Dimapur, in a small flat on the second floor of a building on Zangki Road, a short walk from the NHIDCL site office where he works as a junior geotechnical engineer. His father was in the Nagaland Police; his mother is a retired schoolteacher from Kohima. He graduated from NERIST — the North Eastern Regional Institute of Science and Technology in Arunachal Pradesh — in 2019, with a degree in civil engineering, a thesis on landslide stabilization in high-rainfall zones, and a private doubt about whether he would ever return to the Northeast to work. For five years he had worked for an Bangalore-based consulting firm on highway projects in Andhra Pradesh and Telangana. Last December, NHIDCL contracted his firm to execute the geotechnical phase of the NH-29 four-laning project, and Thejato was assigned back to Nagaland — not as a visiting consultant, but as a permanent site-based junior engineer. His mother called the evening he arrived and said, in Naga, that he had finally learned what it meant to come home.

The NH-29 four-laning project is Nagaland's infrastructure spine. It is a fifteen-year NHIDCL initiative to transform a two-lane state highway into a four-lane national highway, running 250 kilometers from Dimapur through Kohima to Jessami. The terrain is extreme: grades of 20–30 percent, hairpin curves at elevation, active landslide zones, river crossings in narrow valleys, and soils that vary from firm metamorphic rock to soft silt that surrenders to monsoon rains like wet sand surrenders to a child's shovel. Thejato's team of six local engineers manages the geotechnical testing for three currently active sections: the Dimapur–Mokokchung corridor (82 km), a segment near Kohima known as the Upper Ridge approach, and the easternmost Jessami leg (in early survey phase). Every hectare of cutting, every embankment, every slope stabilization decision passes through his desk or the field work of his team. His salary is ₹48,000 per month, plus site allowances. He sends ₹18,000 home to his mother and saves the rest against a future that still feels impermanent.

His life in Dimapur has a rhythm that does not match the project timeline. Work moves in seasons: September through April is the dry season, when the earth is firm enough to cut and compact. May through September is monsoon, when the hills surrender. The cutwork slows. The slides begin. Drainage systems, already stressed, fail. And the visiting consultants — the senior geotechnical engineers from Delhi who are supposed to arrive in January to design the next phase of stabilization — often do not, because they cannot legally cross the Nagaland border until a permit arrives that the system says will take six weeks, and reliably takes eight.

What happened in July of last year was the thing that nearly did not happen. A bridge approach near Mokokchung, about seventy kilometers from Dimapur, slumped.

The monsoon comes to Nagaland in early June, and it stays for five months. In the Dimapur–Kohima corridor, rainfall averages 280 centimeters annually, with June through September accounting for more than 220 of those centimeters. The soil profile in this region is a stratum problem: sandy silt overlays plastic clay (good bearing capacity, bad drainage) which in turn overlays metamorphic rock at variable depths. When the rains come, groundwater tables rise 1.5 to 2 meters within four weeks. Slopes cut aggressively during the dry season — three-to-one slopes, thirty-meter-high cuts necessary to maintain highway alignment — become unstable. Seepage lines emerge along weak strata. Toe erosion undercuts slope bases.

The project has a monsoon management protocol: intensive monitoring (monthly piezometer readings, inclinometer profiles to detect slope movement), accelerated surface drainage (cutting of interceptor drains, cleaning of slope face channels), and staged augmentation of slope stability measures (installation of soil nails, geotextile reinforcement, subdrainage systems). Thejato's team performs this work between late April and early August. The senior consultant — a Dr. Vikram Chatterjee from a Delhi-based firm — was supposed to arrive in late May to oversee the slope stabilization design. His contract noted May 22 as mobilisation date.

Dr. Chatterjee's ILP application was filed with the Nagaland Chief Secretary's office on April 18. The standard processing window is six to eight weeks. By mid-June, it had not cleared. Project managers called. The Nagaland ILP office is not malicious; it is simply overburdened and, as a discretionary permit, non-renewable in any automated sense. There were forty-three pending applications in June alone. Dr. Chatterjee waited in Delhi, checking email, while the site needed his sign-off on slope-stabilization specifications that Thejato had drafted but that required a senior engineer's seal before they could be distributed to contractors.

In mid-July, on a routine monthly survey, Thejato's team measured the slope near Mokokchung and found that it had settled fifteen centimeters overnight. The design had assumed a phreatic surface (groundwater table) at approximately twelve meters depth. A trial pit survey suggested the actual table was at four meters — a reading that should have triggered alarm when the monsoon began, but Thejato had submitted the revised reading in his June report, and the report had waited for a senior consultant signature that had not arrived. The slope was now sliding in shallow layers, with seepage visible along the weak stratum boundary. It had not catastrophically failed — the three-to-one slope was holding — but the settlement trend suggested it would, unless emergency drainage was installed immediately.

Thejato called Dr. Chatterjee in Delhi on the morning of July 19. The permit had cleared only the night before. Dr. Chatterjee was on a flight to Bangalore to meet his project manager at their firm's southern hub. The flight path took him north, away from Nagaland. Thejato explained the settlement. Dr. Chatterjee said he would catch the next flight to Dimapur. That flight was July 22. In the intervening three days, the slope would move another eight centimeters.

The complication was not the slide itself. Slides on the NH-29 corridor are known. They are manageable. They are expensive, and they are slow, and they often require a geotechnical team to stay on-site for weeks, but they have been engineered through before. The complication was that fixing this slide required Thejato's firm to call in a specialist team from Bangalore that had designed seventeen similar emergency stabilizations. Those engineers had non-Naga surnames. They needed ILP permits. And the permits, once requested, would take six to eight weeks.

But the project schedule could not absorb six weeks. Monsoon was ending in early September. Once the rains stopped, the project moved back to full-scale earthwork — cutting, hauling, compacting. Equipment worth ₹2 lakh per day would be mobilised to five active sections. If the Mokokchung slide was not stabilized by August 20, it would block access to the slope during the critical compaction window. The bridge approach would not be ready for pavement until October. The pavement schedule, in turn, connected to the next phase's tender release. Miss October, and the entire Q4 2025 timeline cascaded.

What very nearly happened was that the emergency-response team could not arrive in time to prevent a larger failure, or to execute the mitigation efficiently, because a permit system designed for routine consultancy assignments could not absorb emergency staffing changes.

Thejato spoke with Dr. Chatterjee by phone on the evening of July 21. Dr. Chatterjee was in Bangalore, now en route to Dimapur. He said: "The emergency team will cost us four crore. If they cannot come because of a permit, we lose the compaction window, and we are looking at ₹5–7 crore in schedule penalties. Someone needs to file their ILP applications tomorrow. Call them directly. Tell them to come. I will coordinate the permit paperwork from the site."

Thejato called the Bangalore consulting firm's operations manager early on July 22. The conversation lasted twelve minutes. The operations manager said: "We can have four engineers on a flight to Bangalore tomorrow morning if we file the permit by end of day. But I need to know: does the permit go to the Chief Secretary's office, or to Home Affairs, or does NHIDCL file it on behalf of visiting consultants? The ILP website doesn't specify." Thejato did not know. He had never filed a permit. He was twenty-eight, had been back in Nagaland for six months, and his job was geotechnical testing, not bureaucratic navigation.

He walked across the NHIDCL site compound to the project manager's office. The project manager was Ajay Tiwari, a fifty-two-year-old engineer from Lucknow who had directed three prior NH-upgrades in Himachal Pradesh and Uttarakhand. Ajay said: "The permit goes to Chief Secretary, office of Home Affairs department, but they will only grant it if NHIDCL co-sponsors the application. NHIDCL has to file it. Go talk to the state liaison officer."

The state liaison officer was Chuba, an Ao Naga man in his mid-forties who had worked for the PWD before being seconded to NHIDCL as a liaison. Thejato walked to Chuba's office. Chuba said: "I can file it, but I need the names, designations, and passport numbers of all four engineers, plus their CV, a letter from their parent firm, and proof of employment. That takes until 4 p.m. to assemble. If we file by 4 p.m., the office will receive it by end of day. They will process it tomorrow."

Thejato called the Bangalore operations manager back. The operations manager said: "I can have their CVs and employment letters by 3 p.m. But I need to know: once we file the permit application, how long until approval?"

"Six to eight weeks," Chuba said, when Thejato relayed the question.

The operations manager was silent for a moment. He said: "That is impossible. The slide needs stabilization in three weeks. If they are stuck in Bangalore for six weeks waiting for the permit, we lose the whole mitigation window. There has to be another way."

What changed was that Thejato called his mother.

His mother, Ketileno Sekhose, had retired in 2015 after a thirty-two-year career teaching English and history in the government school system. She lived in Kohima, 80 kilometers from Dimapur. She knew the education ministry, the PWD, the district magistrate's office, and, from her years of managing school-transfer requests and infrastructure committees, she knew the way bureaucratic systems in Nagaland actually worked — not the written way, but the human way.

Thejato called on the afternoon of July 22. He explained the slide, the permit, the timeline, and the operations manager's despair. Ketileno said: "I will call Vito." Vito was Victor Lotha, a retired IAS officer who had been the Chief Secretary in the early 2010s and was now an adviser to the current government on infrastructure projects. Ketileno had known him for years through the school-inspector circuit.

Vito called Thejato within an hour. He said: "ILP is not the bottleneck. The bottleneck is that emergency staffing is not routine staffing, and the form doesn't account for it. You need me to call the Chief Secretary and ask him to process this as an 'emergency critical-project consultant access' rather than a standard ILP. I can do that. But I need a letter from NHIDCL saying the four engineers are critical to project safety, and I need it on the NHIDCL letterhead within two hours. Can you do that?"

Ajay Tiwari wrote the letter in twenty minutes. Vito called the Chief Secretary's office at 4 p.m. The Chief Secretary's office — understanding that an international-standard highway project had a slope-stability emergency — issued a provisional ILP clearance by 6 p.m. on a special expedited procedure. It came with the instruction that the full application would still need to be filed, and the normal window would still apply, but the engineers could enter Nagaland immediately on the provisional clearance, and the subsequent paperwork would be processed as a formality.

Thejato called the Bangalore operations manager at 6:15 p.m. on July 22 and said: "They can come."

The four engineers caught a 6 a.m. flight from Bangalore on July 23. They arrived at Dimapur site office at 4 p.m. that same day.

Thejato did not sleep well that night. By the time the Bangalore engineers arrived, he had marked out the slump location on a 1:2000 scale topographic survey, identified the five weak strata layers from the bore logs, calculated groundwater pressure at each layer, designed a temporary surface-drainage system (interceptor drains, berms), and written a sequence for emergency dewatering. When the senior engineer from Bangalore — a fifty-one-year-old named Dr. Nitin Verma — walked onto the site on the evening of July 23, Thejato handed him a folder with the complete geotechnical profile and said, in English: "The soil is moving because we didn't drain it. We thought the water table was twelve meters. It is four meters. The slope will hold if we remove the water. I have three designs — cheapest, fastest, and most permanent. You choose."

Dr. Verma reviewed the designs over dinner. He chose the hybrid: temporary dewatering (piezometric tubes and shallow wells, cost ₹25 lakh, three-week installation) to stabilize immediately, plus permanent subdrainage (deeper sump systems, geotextile wrapping of slope, cost ₹1.2 crore, eight-week installation). The permanent system would survive monsoons thereafter.

By August 10, the slope had stopped moving. By August 20, it had stabilized enough for the compaction equipment to return. By September 30, the bridge approach had been built, and the pavement was ready for the October schedule. The total unplanned cost was ₹2.3 crore — far more than the original design margin, but less than the ₹5–7 crore penalty of a missed compaction window.

"Thejato, ia naangmi ke chiba naangmi lo? Naga engineer kari na na ai — kundi ma na ia tung tung chiba gado. Ia mother-lo, ia Chief Secretary-lo. Sia ke assu ia tuning."

(Thejato, are you Naga or are you something else? You are a Naga engineer — but you know the water and the earth better than most. But your mother, your Chief Secretary — they are your tools. That is what you learned.)

Dr. Verma said this to Thejato on the last evening of August, sitting on a surveyor's tripod looking out at the repaired slope, which was now covered in green — monsoon vegetation growing on the geotextile. Thejato said nothing. He was thinking about the operations manager's despair on July 22, and the fact that the despair had been resolved not by engineering, but by a retired schoolteacher calling a retired IAS officer. He was thinking about the letter Ajay had written in twenty minutes, and the way the Chief Secretary had understood, in a single phone call, what the form did not account for. He was thinking about the fact that the form exists, and that it is frustrating, and that the form also has a back door, and the back door is not secret, but it is not obvious either, and the only reason he had found it was because he had picked up his phone and said to his mother: "I do not know what to do."

There are approximately 500–800 consulting engineers in Nagaland across all disciplines. Of these, roughly 150–200 are employed permanently by state PWD, municipal corporations, or utilities. The remainder work on contract or consulting basis, moving between highway projects (NHIDCL, NRRP rural roads), smart city work (Kohima), mining sites, and occasional commercial projects. Nagaland has no AICTE-accredited engineering college; the workforce is primarily trained outside the state, at NERIST, mainland IITs and NITs, and polytechnics in Assam and Meghalaya. The state's ILP system — legally required for non-Naga residence — creates a structural hiring friction. When a project needs emergency staffing, that friction becomes a crisis.

The crisis is not malicious. The ILP office is not slow by design. The system works well for the case it was designed for: a foreign national working in Nagaland for a year, who applies three months in advance, who is connected to an employer, and who waits. It works poorly for the case it was not designed for: an emergency consulting assignment, where four senior engineers need to be on-site in 48 hours, and the permit process is routine and discrete and offers no fast-track because no fast-track was imagined to be necessary.

Thejato's story illustrates a category of engineer that Nagaland produces in significant numbers but cannot employ at senior rates: the geotechnical specialist trained outside, returning home, who finds that the projects he manages require calling in expertise from Bangalore or Delhi, and that the calling-in is not a technical problem but a bureaucratic one. The solution he discovered — calling his mother, invoking a retired IAS officer, producing an emergency letter — is good, and it worked, and it should not have been necessary. The form should have a box for "emergency project continuation." It does not. Neither the NHIDCL nor the state government foresaw that the form would need to flex for the case where a slope fails outside the monsoon calendar and a team needs to mobilise on a week's notice rather than six weeks'.

He said, in Naga, that the project had scheduled him to lead the geotechnical design phase for the Jessami extension — a five-year engagement, a 40-kilometer corridor through terrain even steeper than the Dimapur–Kohima segment. It would require, at certain points, teams of four to five visiting engineers from Bangalore or Delhi. He wanted to know how to do the staffing right, how not to discover again, at crisis moment, that permits are the thing that silently determine whether a fix is fast or slow.

Ketileno said: "You have learned two things. First: the earth is Naga. Your engineering skill is yours, and it is good. Second: the forms are Naga too. Learn them. They have doors." Thejato is still on the Jessami project. He is still twenty-eight. But he has begun keeping notes on the ILP process — what the timeline actually is, where the discretion lives, what paperwork triggers what office, who the stakeholders are. He has discovered that there is no formal guide to this. He has also discovered that once you know the map, the map is navigable. It does not disappear. It simply requires someone to draw it, once, clearly, so that the next engineer does not have to call his mother.
