When the rain came, Rajesh was at home eating breakfast with Aditya before school. It was technically defensible and politically convenient—someone would pay, the ward corporators would announce corrective action, and the city could move on.
But it was not correct. The check-valve spec change had originated in the Procurement Department, not the Contractor's bid. The contractors bidding in March 2024 had seen two different specifications—one in the main tender document and one in an amendment bulletin that the Procurement Department had posted without cross-linking to the Bill of Quantities or the design drawings. The contractor that won—with a 22% underbid—had costed the amended spec. Intech's consulting engineer had not seen the amendment. Neither had the third-party audit consultant who certified the final design.

The agent replied with a meeting protocol—a formal agenda that reframed the problem from "Contractor failure" to "System integration failure"—complete with speaking notes for Rajesh to present each department's finding without assigning blame, and a technical proposal: the amendment bulletin should be appended to all future design drawings, and the BMC Tender Portal should flag amendments to any contractor who has already downloaded design documents.

The pieces live in separate portals, separate email archives, separate filing systems. A junior engineer inherits the contradiction. A consulting firm's project manager waits three weeks for cross-department approval.
There are seventy-eight thousand registered structural engineers in Maharashtra alone. A significant fraction work on projects that touch multiple government authorities. Each engineer has learned to accept—as inevitable—the friction of assembling information from three systems, the week of meetings required to clarify a specification that should have been one number, the penalty order that is legally sound but causally backwards.
