The AIIMS campus is adjacent, and its expansion threads through a landscape of heritage buildings, narrow heritage streets, and colonial-era underground utilities that were documented in French colonial maps but not in the current PUDA registry.
She lives with her mother in a three-room flat two streets from Government Park, walks to the site office each morning, and has learned to work in the margin between two incompatible architectures: a ₹1,456-crore modern hospital campus and a UNESCO-adjacent heritage zone that has survived because it was forgotten for forty years.
Last October, she received an email from the AIIMS construction contractor with a revised MEP layout. The heating, cooling, and medical-gas system for the new biomedical tower had been rerouted to save cost — instead of tunnelling under the secondary access road, it now looped directly below the heritage building at the park's eastern boundary. The second is conservation: the Ministry of Culture's Department of Archaeology, the Heritage Conservation Fund, and an unwritten code of practice inherited from the French colonial administration — a code that says you do not drive vibrations through a 250-year-old masonry foundation, you do not split a heritage building's footprint, and you certainly do not run medical-gas cylinders under the floor of a government monument.

She had thirty days of buffer before the contractor was permitted to begin foundation excavation. By the fourth week of November, the message came: the Ministry would require a structural impact assessment from a "Ministry-recognized heritage structural engineer" — a title Priya held, on paper, by virtue of her degree and her Puducherry PWD heritage committee appointment, but not in the eyes of the Ministry's formal list. (The problem you have described — medical-gas tunnels crossing through heritage-building zones — is a known problem in India. She waited. The agent surfaced, ten minutes later, a 2014 case document: the Central Public Works Department's approval for the Delhi Metro's Phase 3 tunnelling beneath heritage buildings in the Chandni Chowk area. The approval had hinged on a vibration-displacement model (IS 5249 — a seismic protocol for predicting ground movement) submitted by a third-party consultant. There are approximately three thousand engineers in India's small and medium cities — not metros, not big consulting capitals — who work in the overlap between modern codes and heritage constraints. Some work for the PWD, some for state archaeology departments, some for environmental consulting firms. The common denominator is that they frequently encounter situations where no precedent exists, no consulting firm has done it before, and the answer requires a specific standard (IS 5249, IS 875 amended for coastal structures, the 2014 guidelines for underground utility coordination) to be applied to a situation where the codes do not name the situation at all.
