The Raipur café and the fire safety retrofit that changed the NOC
🔥 Suman Sahu, 34, runs Mitti & Maida, a 25-seat bread-and-espresso café on Civil Lines Road in Raipur's Pandri neighbourhood. Her Moretti Forni deck oven — 6.8 kW, installed in 2022 — had a valid Fire NOC from the Raipur Divisional Fire Office, good until 2027. In September 2024, Chhattisgarh Fire & Emergency Services amended commercial kitchen guidelines, reclassifying deck ovens above 5 kW as high-heat equipment requiring UL 300-equivalent wet chemical suppression hoods and Class K fire extinguishers. Her valid NOC was retroactively obsolete.
🚨 The problem
The September 2024 amendment to Chhattisgarh Fire & Emergency Services guidelines reclassified deck ovens above 5 kW from dry-heat exempt equipment to high-heat equipment requiring wet suppression systems. Existing establishments had until 31 March 2026 to comply and obtain an updated NOC. The April 2026 Nagar Nigam trade licence renewal notice made the link explicit: "Establishments with commercial kitchen equipment shall submit updated Fire NOC as per amended 2024 guidelines. NOCs issued prior to September 2024 will not be accepted for renewal purposes." The retrofit alone — suppression hood, Class K extinguisher, contractor installation — cost ₹2,74,800. The NOC re-application fee was ₹3,000. Suman had ₹1.2 lakh in business savings.

Updated NOC issued: October 2025 (Ref. RDO/NOC/2025/7213). Trade licence renewal: filed April 2026 with updated NOC, renewed in nine working days.
🇮🇳 Why this matters
Raipur's commercial register has several hundred food businesses. Many that opened between 2019 and 2023 received Fire NOCs under the pre-amendment framework; the 2024 reclassification created retrofit obligations for every one operating deck ovens above 5 kW. The Chhattisgarh fire department communicates by formal letter to the registered premises address, not by SMS to mobile numbers on FSSAI files. A letter delivered when the owner is travelling, received by kitchen staff and set on a counter, may sit untranslated until the trade licence renewal gate makes the problem visible.
