In June 2024, he ordered a critical semiconductor (AD7994 analog-to-digital converter). Lead-time: 90 days. Delivery expected September 2024. By October, the component was on indefinite backorder from Taiwan. By April 2025, 240 days late, he was still waiting. The thermal-stress rig for the Army was eight weeks behind schedule. His project budget was frozen. A 287-page DRDO procurement manual had emergency provisions, but they were buried on page 201 and no one had told him how to invoke them.

🚨 The problem

Ladakh's supply-chain calendar runs October-May (before winter closes the Manali-Leh highway). Components needed in November must be ordered by July. A manufacturing disruption in Taiwan cascaded into a supply shock that no procurement manual had anticipated. The component supplier went silent: "pending global supply stabilization." Rinchan faced a dilemma: use a military-spec substitute (ADS7992, ₹900 more per unit, requires design-change certification) or wait for Taiwan to recover (timeline: unknown). The substitute path required rebudgeting through DRDO Finance Directorate (processing: 45-60 days). By the time approval came, it would be August, the component would arrive in late July, installation would collide with the monsoon construction season, and the project deadline would slip another quarter.

Result: Case-for-modification approved in 14 days (instead of 45-60). Emergency procurement authorized. Components arrived in July. Installation completed by October. Project delivered four months late, but within the modified budget.

Defence procurement exists to protect national security, not to document itself. The rules exist in 287 pages (outdated) and scattered circulars (current). An engineer at 3,500 metres has no visibility into whether his specific problem is a "known issue" (yes, Taiwan foundry failures are recognized) or novel (requires 60-day case-for-modification). What changed was access to the rule AND the exemptions that let Rinchan invoke it.
