The welfare payment frozen by a two-year-old Aadhaar glitch

👩 Lalita Devi, 39, in Doranda, Ranchi, has been receiving ₹1,000 every month from the Jharkhand Mukhyamantri Maiya Samman Yojana since March 2024. In March 2026, her transfer stopped. The CSC (Common Service Centre) operator who checked her account status said: "PFMS has flagged your account. There's an Aadhaar-phone mismatch from two years ago. The system won't process your payment until it's cleared." Lalita remembered changing her phone number two years back, but she had thought she'd updated it at the bank. Apparently, the Aadhaar record still reflected the old number.

🚨 The problem

PFMS (Pradhan Mantri Financial System) flags beneficiary accounts when Aadhaar-linked phone numbers don't match the bank's records. These flags persist in the system even after the mismatch is resolved. Updating Aadhaar takes 15–30 days; PFMS synchronization takes even longer. Beneficiaries face payment holds for "old" errors that they've already corrected.

🚀 How GabFORGE helped

GabFORGE separated the root issue (outdated PFMS flag) from the solution (state-level flag clearance):

  • 📱 Confirmed the phone mismatch. Verified that Lalita's Aadhaar still listed her old phone number; her current number was different.
  • 🏦 Updated Aadhaar directly. Guided Lalita to the nearest Aadhaar update kiosk (free, 15-minute process) to update her phone number.
  • 📞 Escalated the PFMS flag. Contacted Jharkhand Social Security Pension Department and documented that the PFMS flag was based on outdated information.
  • 🏛️ Requested flag clearance. Asked the state department to request PFMS to clear the old flag on Lalita's account, given that she had now updated her Aadhaar.

The Aadhaar was updated within one day. The Social Security Department requested PFMS flag clearance within 3 working days. PFMS cleared the flag and reprocessed Lalita's pending payment within 7 working days. She received her held payment (₹2,000 for March and April) plus her regular monthly transfer. ✅

🇮🇳 Why this matters

Old PFMS flags shouldn't persist after corrections. GabFORGE reveals that state departments can request PFMS flag clearance—beneficiaries don't have to wait passively for synchronization.
