The infant scheme blocked while the Tehsildar is on leave
👩 Mehbooba Lone, 37, runs a small tiffin service in Lal Bazaar, Srinagar, preparing meals for neighbourhood families and office workers. When her daughter Aisha was born in December 2025, Mehbooba immediately wanted to enrol her in the J&K Ladli Beti Scheme—₹1,000 every month until age 14, totalling ₹1,68,000 over the girl's childhood. This scheme could make a real difference. She went to the local Women and Child Development office with her baby's documents: birth certificate, Aadhaar, parents' identity proof.
The office told her: "You need an income certificate countersigned by the Khanyar Tehsildar. Submit it to us with the Ladli Beti application."
Mehbooba went to the Tehsildar's office. A notice on the door said: "Tehsildar on leave until [date]. Back in five weeks."
🚨 The problem
