The Kolkata saree creator and the handicraft export code block
Priyanka Ghosh is thirty-six years old and lives on the first floor of a narrow building on Motilal Colony Road in Dum Dum, a neighbourhood that sits just south of the airport approach path and carries, on certain mornings, the faint compressed-air smell of aviation kerosene blowing in over the rooftops. She grew up in this house. Her mother still lives upstairs. The flat Priyanka now occupies serves simultaneously as a home — small kitchen, two bedrooms, a narrow balcony where she photographs sarees in the morning light — and as the physical node of a textile business that lives mostly in her phone.

The business began seven years ago as a Tangail saree appreciation account, which is a particular Bengali genre: women in Kolkata who know fabric, who can read the difference between a genuine Fulia Tangail and a mill-woven imitation from looking at the selvage, who find that knowledge interesting enough to share. It grew. The account now has 240,000 followers, mainly Bengali women in Kolkata, Dhaka, and a substantial diaspora spread — Singapore, Dubai, Toronto, London, Melbourne. Priyanka posts Reels of herself draping a Dhakai jamdani in the early morning window light, narrating the count of the muslin, the density of the supplementary weft. She speaks to camera in Bengali with the authority of someone who has spent years in the Fulia weavers' district and the silk-reeling lanes of Bishnupur. Her audience watches not for the personality but for the knowledge.
The D2C shop came organically. Women in Dubai who had grown up in Ballygunge and could not find a real Baluchari outside Kolkata started asking if she shipped. She did, cautiously, with a WhatsApp forward and a Shopify page she built herself over one long August weekend. The pricing is honest — ₹4,800 for a Tangail cotton, ₹14,500 for a Bishnupuri Baluchari, shipping included. Orders come in small numbers but with high conviction. In the last six months she shipped twelve sarees internationally: four to Singapore, three to Dubai, three to Toronto, two to London. All via India Post EMS. All paid via PayPal or bank transfer.
The WhatsApp message from the India Post international sorting hub arrived on a February Tuesday morning while Priyanka was wrapping a third Toronto order in tissue paper. It told her that two of her Singapore packages had been flagged by Singapore customs and returned to Indian customs, where they were now held pending documentation. The list of required documents was four items long.
🗓️ The annual ritual
The rules governing an Indian who sells handloom textiles to buyers abroad were not, when the rules were written, imagined for someone who learned weave terminology on YouTube and sells six sarees per quarter via Instagram DMs. They were designed for exporters: companies with GST registrations, Importer-Exporter Codes from the DGFT, shipping agents, and freight forwarders who know what a Shipping Bill is because they file one every Tuesday.
The Importer-Exporter Code — IEC — is the foundational registration. Any person or entity that exports goods from India is required to have one, with limited exceptions for personal-use goods below certain values. IEC is issued by the DGFT (Directorate General of Foreign Trade) and is linked to the exporter's PAN and GST (if registered). Without it, customs cannot process an export document, and any shipment without a valid IEC on its packing list is, from the customs authority's perspective, an undocumented export. The IEC application is online, at dgft.gov.in, costs ₹500, and is typically processed within one to three working days. It is not difficult to get. Most small exporters do not know they need it.

Step 1 — IEC Registration (DGFT)
Every exporter needs an Importer-Exporter Code from DGFT before the first shipment leaves India. Applied online at dgft.gov.in for ₹500. Linked to PAN. Without it, no Shipping Bill can be filed and customs has no legal basis to clear the goods.

Step 2 — GST Registration + LUT (Letter of Undertaking)
Exporters above ₹20 lakh annual turnover must register for GST. To export without paying IGST on each invoice, they file a Letter of Undertaking annually at gst.gov.in under Notification 37/2017-Central Tax. The LUT converts each export into a zero-rated supply — no tax collected at point of export, but input tax credits available for refund.

Step 3 — HSN Classification
Each saree must be classified under the correct HSN code: 5208/5210 for Tangail and Dhakai (cotton), 5007 for Bishnupuri Baluchari (silk fabric), 6204 for made-up garments including draped garments. The HSN code determines the customs duty category at the destination country and the IGST rate in India.

Step 4 — FOB Invoicing + Shipping Bill
Each shipment needs an invoice in FOB (Free On Board) format — price declared at the point of departure from India, before freight and insurance. The Shipping Bill is filed through ICEGATE (India Customs EDI). For India Post EMS below ₹25,000 per shipment, a Bill of Export can substitute, but the IEC is still required.

Step 5 — EDPMS / Forex Realisation
Foreign currency received for exports must be reported to RBI through the Export Data Processing and Monitoring System (EDPMS). Bank transfers and PayPal receipts above certain thresholds require a Foreign Inward Remittance Certificate (FIRC) and bank reporting under FEMA. Non-realisation within nine months triggers RBI notices.
The HSN codes matter more than they appear to. When a customs officer sees an unclassified parcel labelled "saree" with no HSN code, the shipment stops. It is not malice; it is the absence of a data field on which the entire clearance workflow depends. The LUT — filed annually at gst.gov.in under Notification 37/2017-Central Tax — is the piece Priyanka had least reason to know about. It allows the exporter to ship on a zero-rated basis without paying 5% IGST upfront. It requires GST registration. It requires knowing it exists.
⚠️ What very nearly happened
On the Tuesday in February when the WhatsApp arrived, the two detained Singapore packages contained sarees worth ₹9,600 in total — a pale-blue Dhakai jamdani and a rust-red Tangail cotton, both ordered six weeks earlier by a woman from Kolkata's Gariahat neighbourhood who had moved to Singapore in 2019 and found the jamdani count she wanted nowhere in Mustafa Centre or Tekka Market. She had paid ₹2,800 via PayPal. The sarees had been in the India Post international sorting facility at Seaport post office, Chennai, for eleven days by the time Priyanka heard anything.
The customs officer's list arrived as a PDF forwarded through India Post's tracking system: IEC number, LUT reference number, Shipping Bill or Bill of Export number, HSN chapter and code for each item, FOB invoice in prescribed format. Priyanka read the list three times. She had none of these. She had a Shopify invoice, a packing list she had prepared herself, and a PayPal confirmation for ₹2,800.
She spent the first afternoon calling India Post's international helpline, which transferred her twice before disconnecting. She called her CA, Debashish, who handles her income tax — he had told her the previous year that she did not yet need GST registration because her annual turnover was under ₹20 lakh. He was correct. He did not know the export side, which does not have the same turnover threshold for IEC: IEC is required on the first rupee of export value, not at any turnover threshold. They are different registrations, under different laws, administered by different ministries.
She messaged the Singapore buyer with the situation. The woman replied, in Bengali, that she had been expecting the sarees for her mother's birthday. The birthday was in three days. The sarees were in a Chennai warehouse.
Abandon the shipments
₹9,600 loss + buyer goodwillLet the shipments be treated as unclaimable exports — goods returned or destroyed by customs. Full merchandise loss, refund dispute with the buyer, and the beginning of an 'unreliable seller' reputation in a diaspora community that shares recommendations closely.
Retroactive compliance
Possible — with agent + CAApply for IEC immediately (1–3 days), retrospectively file Bill of Export paperwork for both shipments with the India Post customs liaison, and get the packages cleared in 10–14 working days. The LUT cannot be backdated, but IGST paid on a zero-rated export is reclaimable later via GST refund.
Repeat without fixing
Second detention = penaltyContinue shipping the remaining ten NRI orders without IEC. A second or third detention could trigger DGFT scrutiny, GST non-compliance proceedings, and potential FEMA notices on PayPal receipts classified as unregistered export remittances.
The second detained shipment was a Toronto package — a Bishnupuri Baluchari in ivory and terracotta, ₹14,500, bought by a woman in Mississauga whose mother had worn one at her wedding forty years ago. The buyer had paid by bank transfer. The customs hold meant the FIRC — Foreign Inward Remittance Certificate — for that transfer was now in documentary limbo: the RBI's EDPMS system wants a Shipping Bill number attached to each inward remittance for export goods, and there was no Shipping Bill number because there was no IEC.
What very nearly happened was this: a ₹24,100 total exposure in detained merchandise, a permanently lost customer relationship in Singapore, a FEMA RBI notice six months later about an unreported export remittance, and the slow end of the NRI business because the community talks.
🌗 What changed
Priyanka's younger brother, Sumit, is twenty-nine and doing his CA articleship in Salt Lake's Sector V, in the finance-compliance cluster around Gitanjali Metro. He had been vaguely aware that his sister shipped sarees abroad and vaguely unaware that this made her an exporter in the eyes of the DGFT. He arrived at Dum Dum on the Wednesday evening — the day after the WhatsApp notice — because she had called him sounding measured, which is her register for alarmed.
He had, some weeks earlier, installed the GabFORGE agent on his own phone to help track GST filing deadlines for the firm where he articled. He opened it now at Priyanka's kitchen table, set the language to Bengali, and typed in the situation: two detained shipments, no IEC, no LUT, Shopify invoices, PayPal receipts, sarees worth ₹24,100, and a Singapore buyer whose mother's birthday was in three days.
"প্রিয়াঙ্কা, এটা ঠিক করা যাবে। প্রথম কাজ: আজকেই DGFT পোর্টালে IEC-র জন্য apply করুন — dgft.gov.in-এ PAN আর GST (যদি থাকে) দিয়ে ₹500 ফি। IEC সাধারণত এক থেকে তিন কার্যদিবসে আসে। সিঙ্গাপুরের প্যাকেজের জন্য — India Post-এর customs liaison-এ Bill of Export file করতে হবে IEC পাওয়ার পর। IGST না থাকলেও সমস্যা নেই এখন — পরে GST portal-এ refund claim করা যাবে। দ্বিতীয় কাজ: এই বছরের জন্য LUT file করুন gst.gov.in-এ — তাহলে পরের সব shipment zero-rated হবে আপনার পক্ষ থেকে।"
(Priyanka, this can be fixed. First step: apply for IEC today at the DGFT portal — dgft.gov.in, with your PAN and GST if you have one, ₹500 fee. IEC usually arrives within one to three working days. For the Singapore package — once you have the IEC, a Bill of Export can be filed through India Post's customs liaison. If IGST wasn't paid at shipment, that's manageable now — it can be reclaimed later through a GST portal refund. Second step: file a Letter of Undertaking for this financial year at gst.gov.in — then all future shipments go out zero-rated from your side.)
Priyanka read it, then read it again. She typed, in Bengali: "LUT মানে কী আর কেন এটা দরকার? আমি তো GST ছাড়াই বিক্রি করি।" — What is an LUT and why is it needed? I sell without GST.
"GST registration এখনও না থাকলে LUT file করা যাবে না এখনই। তবে আপনার বার্ষিক turnover বাড়ছে — NRI shipment মিলিয়ে ₹18-22 লাখ পর্যন্ত গেলে registration বাধ্যতামূলক হয়ে যাবে। IEC আগে নিন — এটা GST ছাড়াও হয়। তারপর CA-র সাথে GST registration আর LUT একসাথে করুন। এই দুটো shipment-এ IGST গুনতে হলে সেটা পরে refund-এ আসবে।"
(If you don't have GST registration yet, you can't file the LUT right now. But your annual turnover is growing — once NRI shipments push you toward ₹18–22 lakh, registration becomes mandatory. Get the IEC first — that happens without GST. Then do GST registration and LUT together with your CA. If IGST has to be paid on these two shipments, it will come back as a refund.)
Sumit opened a separate tab on his laptop and applied for the IEC that evening. Priyanka's PAN was already linked; the application went through the DGFT portal in twenty minutes. The IEC arrived via email in two working days — a ten-character alphanumeric code, the first two digits being the last two of the PAN.
The Singapore packages took eleven more working days to clear customs — the India Post customs liaison filed the retrospective Bill of Export paperwork once the IEC arrived, with the Shopify invoices reformatted to FOB. The Singapore buyer received her sarees seventeen days after the notice. The Bishnupuri Baluchari for Toronto was released the same week. Priyanka refunded both buyers the shipping cost — ₹850 in total — as an apology.
There is a Kolkata creator group on WhatsApp called Taat-o-Tar — roughly, "Threads and Connections" — with about sixty women who sell or advocate handloom, mostly silk and cotton, many shipping to NRI customers. Three days after the Singapore packages cleared, Priyanka typed a long message into the group in Bengali, explaining IEC, LUT, HSN codes, and Shipping Bills. By the next morning, four other sellers in the group had replied saying they had been shipping internationally without any of this documentation. One had an open customs query from Dubai she had been ignoring for six weeks.
"এতদিন ভেবেছিলাম দিদির কাছে শাড়ি পাঠানো আর বিদেশে শাড়ি বিক্রি করা একই কথা। একটা শুধু কাছে, একটা দূরে। কিন্তু সরকারের কাছে দূরত্বটাই আলাদা আইন।"— I had always thought sending a saree to a didi nearby and selling one abroad were the same thing. One is close, one is far. But for the government, the distance is a different law.
🧭 Why we built it
The compliance chain — IEC, GST, LUT, FOB invoicing, HSN classification, Shipping Bill, EDPMS — was designed for exporters who export at scale and hire a customs broker. For someone who wraps her sarees in tissue paper on a Dum Dum kitchen table and hand-writes the address, the chain is invisible until it stops something. It stops things without warning. It does not send reminders before the first detention notice.
The IEC registration is, once you know about it, a one-day fix. The DGFT portal has simplified the process; the application takes twenty minutes and costs ₹500. The LUT under Notification 37/2017-Central Tax, once GST registration exists, is filed online annually and approved automatically. The HSN code for a cotton saree is five digits. None of these are large obstacles once they are visible. They are, before they are visible, complete blockers.
What it does

- 📞Identifies which problem to fix first when multiple requirements are missing — IEC before LUT, GST registration before LUT, IEC before Shipping Bill — and sequences the steps to avoid circular blockers.
What it does not do
- 🔒Never enters DGFT portal credentials, GST portal login, or IEC application fields — Priyanka and Sumit typed each field themselves.
- 💳Never submits applications, pays portal fees, or files paperwork on the exporter's behalf — it prepares, explains, and walks through; the creator acts.
- ✅Never decides the correct HSN code as a final classification — it surfaces the most likely code and notes where a CA review is warranted, because misclassification is an audit risk.
IEC registration is a one-day fix. LUT filing is a one-day fix. FOB invoicing is a template change. The Shipping Bill, for EMS shipments below ₹25,000, is a Bill of Export that the postal customs counter helps file once you hand them an IEC and a correct invoice. The handloom creators in India who are shipping to NRI buyers without any of this are not breaking the law out of contempt for it. They don't know where the law starts.
🌱 What we hope happens
Sumit sent a note in early April. The IEC was now printed and framed — not literally, but the PDF was in a dedicated folder on Priyanka's laptop, next to the Shopify store dashboard, next to the GST registration she had applied for in March at Debashish's advice. The LUT was filed in April, in time for the new financial year. The last four international shipments — two to London, one to Melbourne, one to Dubai — had gone out with FOB invoices, IEC numbers on the packing lists, and Bills of Export filed at the India Post international booking counter at New Garia post office.
The Singapore buyer ordered again in April. A Dhakai jamdani in dove-grey with a dark border, for her sister's baby shower. She paid via PayPal. The package cleared customs without a single query.
There is something specific about the handloom trade that makes this matter beyond the individual case. A Bishnupuri Baluchari takes a master weaver between seven and twenty-one days to complete, depending on the complexity of the mythological figures in the border. A Dhakai jamdani at 300-count muslin — the finest grade — takes longer. These are objects that carry the labour of a person's hands in a way that a machine-woven textile does not. When Priyanka ships one to a woman in Singapore whose mother grew up in Ballygunge, she is shipping a kind of continuous thread — geographic, cultural, tactile — that the NRI diaspora cannot buy on Amazon or in a department store. The customs warehouse in Chennai does not know this. The DGFT portal does not know this. The Shipping Bill does not have a field for it.
But the IEC number does not ask her to explain it either. It just makes the thread legal.
