The Leh high-altitude travel creator and the Ladakh UT GST
Stanzin Dolma is twenty-nine years old. She lives in Chubi, a quiet residential quarter of Leh town tucked against the hillside below the Leh Palace — three unpaved lanes, apricot trees in every courtyard, and a view from the rooftop terrace that takes in the Stok Kangri massif at 6,153 metres, clean and absurd in the morning light. She was born in Leh, studied geography at Jammu University, came back at twenty-four because the mountains had always been the argument, and has spent the last five years building a travel channel around them: Pangong Tso at first light, Nubra Valley's sand dunes and Bactrian camels against the Siachen glacier fringe, Hemis Monastery at festival time with the cham dancers in their silk brocade and gilded masks, Tso Moriri's wild-ass migrations in autumn. She works with one person — Jigmet Wangchuk, her driver and logistics partner, who has been navigating Ladakh's high passes since he was seventeen and treats the Khardung La as other people treat a highway on-ramp.

She has 195,000 followers on Instagram and 80,000 on YouTube. The content is unhurried by the standards of the platform — long-exposure Milky Way frames over Pangong, ten-minute documentary cuts on the Ladakhi nomad communities near Hanle, morning-walk reels from the Leh market where dried apricots and pashmina are sold side by side from the same stalls. She is not trying to tell people Ladakh is beautiful; they already know that. She is trying to tell them what it is like to be Ladakhi, which is something the Delhi travel vloggers who flood in for peak season cannot do. Brands have noticed the specificity. In the last two years she has worked with six international labels: outdoor gear from Germany, skincare from South Korea, a Swiss cycling apparel brand, and — in the collaboration that nearly ended everything — a luxury watch house from Geneva that wanted Pangong Tso as the backdrop for a new timepiece launch.
The Swiss brand's brief arrived in January 2026 via an email to her management contact at a Mumbai influencer agency. A three-day shoot at Pangong, a two-day extension at Nubra. Three-person crew from Geneva: a creative director, a director of photography, and a props and styling coordinator. Fee: USD 12,400, wired in two tranches. Stanzin had accepted, signed the contract, and sent her bank details. The first tranche — USD 6,200 — arrived in her SBI Leh branch account in February. Her bank called to say there was an inward foreign remittance query pending. She asked them to note it and call back. They called back three more times before she understood what a FIRC was.
The shoot was scheduled for the third week of March 2026. The Swiss crew landed in Delhi, connected to Leh on a morning IndiGo flight, checked into their hotel in the Changspa area, and arrived at the Pangong Tso checkpoint on NH-1D at 7:14 a.m. on a Tuesday.
🗓️ The annual ritual
The Jammu and Kashmir Reorganisation Act, 2019, bifurcated the former state of Jammu and Kashmir into two Union Territories: Jammu and Kashmir (with a legislature) and Ladakh (without one, administered directly by the Centre). For most residents of Leh, the reorganization meant a new district administration structure, a Lieutenant Governor, and a set of central government schemes flowing directly. For a creator earning service income, it meant something the tax advisors in Leh were still working through in 2024: Ladakh UT became a separate GST jurisdiction under the CGST and IGST framework, distinct from J&K.
Before 2019, service providers in Ladakh registered under the J&K GST Act, which had an exemption threshold of ₹20 lakh for most services and a different rate structure. After 2019, Ladakh UT falls under the CGST Act as a full Union Territory — the same ₹20 lakh threshold applies, but the registration is with the Ladakh UT administration, not J&K. A creator who had previously assumed that no J&K GST registration was needed (because she was below the old threshold) now had to re-examine whether the Ladakh UT turnover — which includes brand collab fees, platform ad revenue, and any foreign-brand remittance — had crossed ₹20 lakh in the most recent financial year. Stanzin's aggregate had crossed ₹22.4 lakh in FY 2024-25. She had no GST registration at all.
The Inner Line Permit framework in Ladakh predates 2019 but was revised by MHA notifications in 2020 following the reorganization. Pangong Tso, Nubra Valley, Tso Moriri, Hanle, and the Durbuk sector — all areas that form the backbone of Stanzin's content — fall under the Protected Area Permit (PAP) system under the Foreigners (Protected Areas) Order, 1958. Indian nationals require an ILP (Inner Line Permit) to enter these zones; foreign nationals require a PAP issued through the district administration via a registered tour operator, with a minimum seven-day advance application. A foreign national on a tourist visa entering a PAP zone without a PAP is in violation of the Foreigners (Protected Areas) Order. Ladakh Police maintain checkpoints on all access roads to these zones. The Pangong Tso checkpoint is at Man village on the Leh-Pangong highway, approximately 140 kilometres from Leh. The checkpoint operates twenty-four hours. It does not negotiate.
Back in Leh, the arithmetic was assembling itself badly. The Swiss brand's contract had a deliverables clause: if the shoot schedule was disrupted by circumstances attributable to the creator's failure to obtain necessary permits, the brand could reduce the fee by 25% and claim reasonable crew accommodation and transport expenses for the delay period. Three Swiss filmmakers at a Changspa hotel — ₹9,500 per night, three rooms — for each day the shoot was halted. The creative director had already emailed the Mumbai agency contact. The agency had already emailed Stanzin. Stanzin was sitting in Jigmet's Innova at the Pangong checkpoint with a dying phone battery, a folder of shoot briefs, and no FIRC documentation.
The second complication was the FEMA query. The USD 6,200 first tranche had been sitting in her account for six weeks with the bank's "inward remittance clarification required" notation. If the I-T department picked up the thread — which cross-border payments above a certain volume routinely triggered — she would be asked to explain the remittance, provide the FIRC, demonstrate that it had been declared as service export income, and confirm her GST registration status. She had no FIRC and no GST registration. The second tranche of USD 6,200 was due to be wired from Geneva in two weeks.
What very nearly happened: ₹1,40,000 in PAP violation fines for three foreign nationals under the Foreigners (Protected Areas) Order; a 25% fee reduction on USD 12,400 (approximately ₹2,57,000 at current rates); the equipment held overnight at the checkpoint; the Swiss crew returning to Geneva with footage of a checkpoint, not Pangong; a FEMA compliance notice she would open months later with no idea where to start; and a Ladakh UT GST late-registration penalty on ₹22.4 lakh of uncleaned turnover.
🌗 What changed
Jigmet was the one who called his cousin. He is not prone to panic — a man who has driven the Marsimik La at 5,330 metres in October without drama does not panic easily — but he understood the arithmetic of the 4 p.m. slot. His cousin Sonam Dorje works at the Leh district tourism office on Fort Road, in the permits and itinerary registration section. Sonam is twenty-six, three years younger, and has been handling ILP and PAP applications since he joined as a junior assistant in 2023.
Jigmet called at 8:30 a.m. Sonam picked up immediately. Jigmet explained in Ladakhi — the short, compressed version, the one you use when the situation is embarrassing and there is no time for context.
"སྣལ་མ — ངའི་མིཧྲ་ལ་ Pangong ལ་Swiss ཨེལ་མི་གསུམ་ཡོད། PAP མེད། གློག་འཕྲིན་པ་ལ་འཛིན་བཞིན་འདུག འདིར་ཆུ་ཚོད་བཞི་ལ་ papers མི་ཐོབ་ན་ཐལ་ཟིན་ཡོད།"
(Brother — my employer has three Swiss people at Pangong. No PAP. The inspector is holding the equipment. If the papers don't come by 4 p.m. it's over.)
Sonam said he would call back in ten minutes. He called back in eight. He said there was a procedure under the Leh DC office's 2021 operational circular for retrospective crew-movement declarations in PAP zones — a self-report window available on first violation when the parties are still present in the zone and willing to cooperate. It required a formal letter from the creator accepting responsibility, passport copies, a shoot brief, and a tour-operator countersignature from a Leh-registered operator. Sonam knew a registered operator — his uncle Stanzin Namgyal runs a trekking agency on Changspa Road — who could countersign within the hour.
Stanzin opened the agent on her phone. She typed in Hindi, quickly, everything: the checkpoint, the Swiss crew, the three passports, the PAP omission, the 4 p.m. slot, the FEMA bank query, the GST registration she did not have.
The agent returned a structured reply in Hindi, each item separated:
"स्तांज़िन जी, तीन अलग-अलग मामले हैं जिन पर एक साथ काम करना होगा। पहला: Leh DC office के 2021 retrospective declaration procedure के तहत Swiss crew के लिए PAP documentation बनाई जा सकती है — आज 4 बजे से पहले। इसके लिए: आपकी तरफ से responsibility letter, तीनों passports की photo pages, shoot brief की copy, और एक Leh-registered tour operator की countersignature चाहिए। दूसरा: SBI का inward remittance query FEMA के Foreign Inward Remittance Certificate (FIRC) से resolve होगा — आपका AD-category bank यह issue करेगा, free में, 3-5 दिन में। USD payment को 'service export' declare करना होगा। तीसरा: Ladakh UT GST registration ₹22.4 lakh turnover पर mandatory है — J&K नहीं, Ladakh UT jurisdiction। Late registration penalty ₹10,000 या 10% of tax due में से जो ज़्यादा हो। Application आज शुरू होनी चाहिए।"
(Stanzin ji, there are three separate matters to address at once. First: under the Leh DC office's 2021 retrospective declaration procedure, PAP documentation for the Swiss crew can be created before 4 p.m. today. Requirements: a responsibility letter from you, passport photo pages for all three, a copy of the shoot brief, and a countersignature from a Leh-registered tour operator. Second: SBI's inward remittance query resolves with a Foreign Inward Remittance Certificate (FIRC) — your AD-category bank issues it free of charge within 3 to 5 days. The USD payment must be declared as service export income. Third: Ladakh UT GST registration is mandatory at ₹22.4 lakh aggregate turnover — under Ladakh UT jurisdiction, not J&K. Late registration penalty is ₹10,000 or 10% of tax due, whichever is higher. Application should begin today.)
Three problems, three tracks, and a 4 p.m. hard stop on the first one.
The agent produced a draft responsibility letter in English — formal, citing the correct circular, containing the self-report language and the first-violation cooperative-party language. Stanzin signed it on Jigmet's bonnet. Jigmet photographed the Swiss passports. Sonam printed the declaration form at the Fort Road office and arranged for his uncle Stanzin Namgyal to countersign. Sonam drove to the Pangong checkpoint on his Royal Enfield, folder strapped to the back with a bungee cord, arriving at 3:41 p.m.
The sub-inspector reviewed the documents. He called the Leh DC office to confirm Sonam's submission. At 4:08 p.m. — eight minutes past the slot — he released the equipment. He issued a retrospective conditional PAP notation for the remaining shoot days, with a consolidated fine of ₹35,000 for the three foreign nationals treated as a first-violation representative penalty under the DC office procedure. He handed Stanzin the release notice without ceremony.

The shoot ran for its remaining two days in Nubra after a one-day reset. Jigmet drove the Swiss crew up the Khardung La — 5,359 metres, the world's highest motorable pass for decades before newer roads edged past it — with the creative director photographing the ascent in full Geneva-precision silence. The Pangong frames came in on day three. The watch campaign went live in June.
🧭 Why we built it
Every creator in Ladakh who takes an international brand partnership faces at least two of these three problems, and usually all three. The ILP and PAP framework in Ladakh is not new — the Foreigners (Protected Areas) Order has been in force since 1958 — but the 2019 reorganization created a specific confusion that no one in the Delhi influencer agency ecosystem has resolved: Ladakh is no longer part of J&K for GST purposes, and the permit procedures have been administratively revised under the new UT structure in ways that are not reflected in the standard influencer-compliance checklists that circulate in the industry.
The broader problem is the same as it is in Sikkim, in Manipur, in Arunachal Pradesh, in the Andamans: the brand handles the visa, the creator handles the location, and the permit obligation falls in the space between them. International brand production teams in Geneva, Sydney, or Seoul have India-visa as a line item on their logistics checklist. PAP for Pangong does not appear on any standard checklist. The influencer agency in Mumbai operates in a 194R and GST paradigm that has never intersected with the Foreigners (Protected Areas) Order. The creator — who is Ladakhi, who knows every checkpoint and every sub-inspector by sight — is the one left holding the penalty order at 7:14 a.m. at the Man village barrier.
The FEMA question is equally invisible. A USD wire from a Swiss brand to an SBI Leh account looks like any other inward remittance to the bank's compliance desk. The creator does not know what a FIRC is until the bank calls. The bank calls three times. On the fourth call, the creator starts to understand that there is a declaration procedure and a certificate, and that not having it before the second tranche arrives creates a trail that the I-T department will eventually notice.
The Ladakh UT GST confusion is the subtlest of the three. A creator who grew up with J&K GST assumptions — or who never registered because she was below the old threshold — does not automatically understand that 2019 created a new jurisdiction with a new registration requirement. The GST portal does not call you. The penalty accrues silently.
What it does

- ✅Never guarantees a fine reduction or a permit outcome — what the 2021 circular allows and what the sub-inspector accepts at the checkpoint are two different things, and the second depends on timing and the specific officer.
🌱 What we hope happens
Sonam Dorje has since drafted a one-page pre-shoot compliance checklist for any Ladakh creator working with a foreign brand crew. He shared it with three other travel creators he knows in Leh. The checklist specifies: PAP application timeline (minimum seven days, via registered tour operator), ILP documentation for Indian crew members in protected areas, the FIRC procedure for USD/EUR/CHF brand payments, and the Ladakh UT GST registration threshold. He has sent it to the Mumbai agency that managed Stanzin's Swiss campaign. The agency replied that they had not known Ladakh had a separate GST jurisdiction from J&K.
Stanzin's Ladakh UT GST registration is now active. Her next brand invoice — a Korean skincare label, shoot at Tso Moriri in September — will be issued with the correct GSTIN. The brand's production team has already been sent the PAP briefing note. The tour operator countersignature has been pre-arranged with Stanzin Namgyal's agency. The application will be filed in August, six weeks before the shoot.
There are, by any reasonable estimate, several hundred travel and adventure creators working in Ladakh who have at least one international brand collaboration in their pipeline. Pangong, Nubra, Tso Moriri — the locations that make Ladakh content look the way it looks — are all PAP zones. The shoot that does not check the permit list arrives at the Man village checkpoint at 7:14 a.m. and discovers the problem there. The FEMA query that was not resolved before the second tranche arrives becomes a paper trail. The Ladakh UT GST registration that was not filed in 2019 or 2020 or 2021 accrues three or four years of late-registration liability.
None of it announces itself. The Supreme Court that reorganized Jammu and Kashmir did not send a letter to Stanzin's Chubi address explaining that her GST jurisdiction had changed. The Foreigners (Protected Areas) Order that has governed Pangong since 1958 has never appeared in an influencer agency brief. The FIRC requirement for USD inward remittances is not a notification your bank leads with.
