🏝️ Aisha Kunhi, 22, BA History and Political Science from a women's college in Thiruvananthapuram, Kerala, returned home to Kavaratti Island in January 2026. Her degree is real, government-issued, recognized across India. But Lakshadweep Administration doesn't automatically trust degrees from Kerala colleges. Every graduate who studied outside the UT must have their degree attested at the Collectorate. The queue: 6–8 weeks. She's been sitting on the bench outside the Collectorate for four months. The SSC CGL application deadline: three weeks away. She cannot apply without proof that her degree is real. 📵
🚨 The problem
There is no university in Lakshadweep. Every student who pursues higher education leaves the island—ferry to Kochi, flight to Thiruvananthapuram or Delhi. They come back with degrees from colleges the UT government doesn't automatically trust. Each degree needs Collectorate attestation. The Collectorate has one officer, three days a week, seventeen applications stamped per month. The gap between when degrees arrive (graduation) and when they can be used (jobs) is measured in months. The SSC CGL exam—the primary pathway to central government jobs—closes in three weeks. Aisha cannot apply without the attestation letter.

Island graduates face a bureaucratic bottleneck unique to their geography. They must leave to study, then wait months to use what they studied. The system has no workaround because the system was designed assuming everyone had a university at home. For UTs like Lakshadweep, with no higher education infrastructure, the gap between qualification and employment is measured in waiting.
