🚨 The problem

Deadline squeeze: May 15 compliance deadline, staff arriving May 8–10, season revenue needing to start immediately. J&K registration still valid on papers but administratively superseded. Labour enforcement new in 2024. LREDA solar requirement: cost ₹38,000 installed (kitchen budget-breaking at season start before revenue begins). No subsidy pathway visible. Re-registration deadline already passing (late April).

Inter-state worker documentation filed May 8–9 (Form XIII for Santosh and Pintu, eShram registration each receiving Unique Registration Numbers). Raju's FRO notification filed May 9 (Nepali national, three-hour processing, one-page form). Udyam registration completed April (free, 30 minutes). Shyok Solar installed May 19 (post-Udyam, 30% subsidy applied: ₹38,000 → ₹26,600). LREDA inspection certificate issued May 22 (Reference: LREDA/LEH/COM/2025/0417). Kitchen opened May 18.

🇮🇳 Why this matters

Leh's Main Bazaar has 140+ registered food establishments, most opened before 2019 UT conversion. The J&K administrative framework persists in shadows (old registrations, old labour numbers). The 2024 ISMW enforcement circular made seasonal worker documentation a stated priority. The LREDA solar requirement is specific to Ladakh's geography and renewable-energy policy. All three are legitimate. None of them told the operator about the other two, or the chain they formed when enforcement date arrived.
