🚨 The problem

White-card schemes have income thresholds. When income crosses the threshold, beneficiaries become ineligible on paper—even if they're mid-treatment for serious chronic conditions. The scheme has provisions for exactly this: medical-retention pathways that recognize ongoing treatment as sufficient grounds for continuation. But provisions buried in section numbers cost families their options.

🇮🇳 Why this matters

Fraud becomes attractive when the legal path is invisible. Mee Seva agents offer false income certificates because beneficiaries don't know section 7(c) exists. The regulation was written by people who understood that income and illness don't move in synchrony. But regulations written in section numbers don't reach people unless someone reads them with the specific urgency of a pacemaker pending and a June 30 deadline.
