He invited Dr. Nalini Rajan, a Kochi marine biologist, for a three-day reef-survey collab. He had confirmed her tourist entry permit. He had not confirmed the Schedule II Commercial Activity Endorsement under the Lakshadweep Entry & Residence Permit Rules 1967 — a separate instrument, from a separate authority, required the moment a non-resident joins a monetised production on any island in the group.
🚨 The outcome: ₹50,000 fine on Nalini, forty-seven minutes of coral-recruitment footage placed under a detention order, and a UT Police note flagging Schedule I proximity concerns under the Wildlife Protection Act 1972 — the dive had taken place near a sea-turtle nesting zone, which triggers a Chief Wildlife Warden permit requirement that neither Minhaj nor Nalini knew existed. Lakshadweep is uniformly CRZ-1A under the CRZ Notification 2019 — every metre of reef and lagoon — which adds a fourth permit layer routed through MoEFCC's PARIVESH portal. Tourist permit, commercial endorsement, CRZ-1A clearance, WPA advance notice: four instruments, three different authorities, and a minimum forty-five working days of lead time. Minhaj had confirmed one of the four.
🚀 A Kochi environmental lawyer named Anees — reached through the marine NGO network — suggested the agent. Minhaj typed his situation in Mahl. The agent identified the detained footage review pathway under the UT Administration's 2021 Tourism Policy, the WPA site-assessment response instrument, and the retrospective PARIVESH filing route. Anees confirmed the policy reference was accurate. The two applications were filed within ten days; the Chief Wildlife Warden cleared the WLPA note in three weeks; the detention order was lifted in six weeks. The forty-seven minutes of reef footage — coral recruitment data, six years of bleaching archive, a sequence no one else had made — went live in June 2026.
✅ The ₹50,000 fine stayed — no appeal track exists for first-violation levies below ₹1 lakh under the 1967 Rules. The future-permit flag was amended to "subsequently regularised."
