The Delhi widowed uncle and the CGHS card
👴 Ramesh Khanna, 68, retired from the Ministry of Housing after thirty-two years of drafting policy. In March 2025 a CGHS renewal letter arrived. His wife Sarla, who had managed every form for thirty-eight years, had died in October 2023. The letter sat on the dining table for five weeks.
🚨 The problem
A CGHS card renewal requires knowing four things Ramesh did not know: where his Wellness Centre was, what a Pension Payment Order looked like, whether he could renew online or had to go in person, and how to find his filed PPO in his steel almirah. Sarla had noted all of these in her diary. That diary was in the beside-table drawer. He had not opened it since November 2023.

There are roughly five million retired Central Government employees in India. A large fraction are widowers or widows — people managing household paperwork they never managed before. The CGHS system is real and works. The letter was sent. The dispensary is real. But every renewal assumes one person in the household knows where the documents are and what the acronyms mean. When that person is gone, the system stalls.
