🧑⚕️ Tenzin, 29, worked as a bookkeeper in Gangtok. Her father, Dorji, 61, a retired carpenter on ₹14,200 monthly pension, developed a diabetic foot ulcer in November. 🚨 The problem
The CATCH portal's 2023 digital upgrade targeted recent documents but excluded precisely the proof held by long-settled families—land records, property deeds, family documents from the 1970s and 1980s. The upgrade made the system "modern." It made old residents invisible. A 1978 land record wasn't obsolete; it was evidence of roots. The portal didn't recognize it.

Tenzin brought all three documents. The administrator confirmed Dorji's SECC 2011 status and triggered manual CATCH review. Approval came within 36 hours. Debridement was covered. Dorji's foot healed without infection spreading to bone.

Digital upgrades designed for efficiency exclude the documented poor—those whose proof of residency predates the digital era. Overrides exist when humans are asked the right question. Most families don't know to ask.
