The group had saved ₹18,000 collectively and wanted to scale production with better equipment. When the Mahila Shakti Kendra programme announced ₹50,000 seed-capital grants, Stanzin approached the District Project Coordinator at the Leh office with her SHG's documentation. The coordinator looked at her papers and said: "Apply on the old MSK portal. The link is..." and handed her a printout of a URL from 2022. When Stanzin visited the link, the portal didn't load. "Portal maintenance," said the error page.

When central schemes migrate to new portals, state and district coordinators are sometimes not notified or trained. They continue directing beneficiaries to legacy portals that no longer function, creating artificial barriers. Beneficiaries don't know if the portal is temporarily down or permanently old.
