👩 Sunita Kamble, 50+, has been running a tiffin (lunch box) delivery service from her Dadar kitchen for eleven years. She prepares vegetarian meals, packs them into aluminium boxes, and delivers them to office workers, students, and homemakers across three neighbourhoods. It's stable work, good reputation, regular clients. When the Pradhan Mantri Shram Yogi Maandhan (PMSYM) pension scheme expanded in 2023, a social worker at her local chit-fund group mentioned it: "You can get a ₹3,000 monthly pension starting at age 60. You just need to enrol now while you're under 40." Sunita is 50, but she went to the nearest service centre anyway.

The centre told her: "You need an e-Shram account first. Then you can apply for PMSYM." Sunita didn't know what e-Shram was. When the centre tried to open her e-Shram account, they asked for her phone number and Aadhaar. Sunita's only phone was a Nokia basic model—no WhatsApp, no internet. The centre said: "You need a smartphone to receive the OTP for e-Shram verification. Come back when you have one."
