He fed 4,000 pilgrims. Then MHA sent a speed-post letter.
The MHA letter arrived at his Rajpur Road flat on a Tuesday morning in October 2024. Four pages. Speed-post red stripe. His mother signed for it.

Wife Kamla teaches at a CBSE school nearby. Parents on the ground floor. Steel trunk of bhandara supplies — steel thalis, ladles, brass bhog plate — in the corner of the spare room.
🚨 The problem
Section 2(1)(h) of the Foreign Contribution (Regulation) Act, 2010 defines "foreign contribution" as any amount received from a foreign source — including a PayPal transfer from an NRI with OCI status or a US passport. The purpose of the receipt (bhandara food, pilgrims' prasad, kerosene fuel) does not create an exemption. Section 11(1) requires prior registration or prior permission from MHA before receiving any such amount. Deepak had neither. ₹4.2 lakh received over three yatra seasons via PayPal from donors in Houston, Melbourne, Leicester, and Birmingham made him a Section 11 violator — regardless of the fact that every rupee had been spent on pilgrims' meals and posted as a receipt video.
The MHA notice gave him 60 days. On day 1, he consulted a civil property lawyer who quoted ₹40,000, filed a trust deed named "Char Dham Bhandara Trust" (which the Charitable Trust Registry rejected — shrine names under CDMB framework are restricted), and consumed 33 days. On day 34, Deepak found Adv. Prashant Dimri on Astley Hall Road, who identified three parallel tracks that all had to move simultaneously: trust re-registration under a permissible name, FCRA Prior Permission + FC-4 annual return filing + SBI designated-account opening (in that sequence — the account requires the acknowledgement number, not the registration certificate), and CDMB/BKTC bhandara registration with the Yamunotri Shrine Committee and the Badrinath Kedarnath Temple Committee.

FCRA full registration (the permanent one) is a two-year process from Prior Permission grant. Expected approval: late 2026 or early 2027. BKTC bhandara permit requires annual renewal with a fresh camp-location diagram. The Uttarakhand Tourism authorised-provider directory now lists the trust. The Melbourne family that had sent ₹22,000 across three seasons sent again in 2025 — this time with a tax receipt.

Thousands of devotional creators run bhandara or langar operations during Indian pilgrimage seasons — Char Dham, Amarnath, Vaishno Devi, Shirdi, Pandharpur Wari. As NRI diaspora participation in pilgrimage funding has grown, PayPal links in YouTube bios have quietly become FCRA exposure events. MHA's FCRA Division does not send warnings — it sends show-cause notices after the RBI bank-reporting system flags inward remittances automatically. The sincerity of the bhandara is not a legal defence under Section 11. The faster the exposure is named — specific section, specific portal, specific sequence — the more of the 60-day window remains for the lawyer and the registry.
