A February WhatsApp from India Post's international sorting hub: two of Priyanka's Singapore packages had been flagged by customs and held pending documentation — IEC code, Letter of Undertaking, Shipping Bill, HSN chapter, FOB invoice. She had none of them.

🪡 Priyanka Ghosh, 36, runs a 240k-follower Instagram account built on Tangail, Baluchari, and Dhakai jamdani sarees, with a D2C Shopify store shipping to NRI customers across Singapore, Dubai, Toronto, and London. She had shipped twelve sarees internationally over six months — all via India Post EMS, all paid via PayPal or bank transfer — without knowing that selling handloom abroad makes her an exporter under Indian law, with her own DGFT, GST, and Customs obligations.

🚨 The problem

Two shipments worth ₹24,100 were sitting in a Chennai customs warehouse. The customs officer's requirement list had four items she had never heard of:

  • IEC (Importer-Exporter Code) — issued by DGFT at dgft.gov.in; required before the first rupee of exports leaves India; costs ₹500; typically granted in one to three working days
  • Letter of Undertaking (LUT) — filed annually at gst.gov.in under Notification 37/2017-Central Tax; allows exports to go out zero-rated (no IGST) instead of paying 5% upfront and claiming a refund
  • HSN Classification — HSN 5208/5210 for Tangail/Dhakai cotton, HSN 5007 for Bishnupuri Baluchari silk, HSN 6204 for made-up garments; determines customs duty at destination and IGST rate in India
  • Shipping Bill / Bill of Export — filed through ICEGATE for all exports; for India Post EMS below ₹25,000, a Bill of Export is sufficient, but IEC must be on the invoice

Her CA knew income tax. He did not know that IEC has no turnover threshold — it is required from the first export, regardless of GST status.

🇮🇳 Why this matters

An estimated ten thousand-plus handloom and craft creators in India are shipping to NRI buyers without an IEC. Many found out about IEC the same way Priyanka did: from a customs detention notice, not from their CA. IEC registration is a twenty-minute online process at dgft.gov.in, costs ₹500, and requires only a PAN. The LUT is an annual online form at gst.gov.in once GST registration exists. Neither is difficult. Both are invisible until a parcel stops moving.

Priyanka wrote a long message to her sixty-member Kolkata handloom creator WhatsApp group the week the packages cleared. Four sellers replied that they had open customs queries they had been ignoring.
