Quick read: Port Blair scuba creator and the CRZ Andaman tourism permit
A forest officer at the Havelock jetty asked to see permits Arnav did not have. His GoPro and DJI Mavic went into a labeled evidence bag. Three separate notices followed before the ferry back to Port Blair docked.

Three years of underwater coral-reef and turtle footage from Havelock (Swaraj Dweep) and Neil Island (Shaheed Dweep) — monetised, brand-collaborated, and entirely without permits.
🚨 What hit him at once:
- CRZ Notification 2019 — commercial filming within Coastal Regulation Zone areas requires prior MoEFCC clearance via parivesh.nic.in. He had none.
- WPA 1972 Schedule I — corals (all species, Phylum Cnidaria) and sea turtles (green and hawksbill) are Schedule I protected. Commercial filming without an ANI Forest Department permit is an offence under Section 9. His three turtle videos — 4.1 lakh cumulative views — opened a criminal investigation file under Section 51 (minimum 3 years on first conviction).
- Andaman Tourism commercial-shoot permit — required for any monetised creator filming in Andaman. Three years of unreported commercial use = ₹38,000 retrospective fee demand.
- Total exposure: ₹68,000 in fines and dues. WLPA prosecution risk open and pending.
🚀 What the agent did: Rudra Mandal — marine NGO director, Diglipur — sent Arnav the link. The agent read all three notices simultaneously, ranked them by urgency (WLPA investigation first, five-day DFO appearance deadline; CRZ second, 30-day Parivesh filing window; Tourism fee dispute third), and matched Arnav's existing dive logs and GoPro GPS metadata to the evidentiary requirements of each. It flagged that taking the turtle videos down immediately reduced the appearance of ongoing commercial exploitation during the investigation. He took them down that night. 4.1 lakh views, private with one click.
✅ Where things stand: DFO appearance completed without prosecution notice. CRZ compliance response filed on Parivesh. Tourism Department representation filed disputing three-year retrospective calculation. ANI Forest Department annual filming permit — research category, ₹12,000 — issued in six weeks. GoPro footage still in the evidence room. The reef at seven metres is still recovering.
🇮🇳 Every coastal creator faces this: CRZ Notification 2019 draws no exception for individual creators. WPA 1972 Schedule I applies to a GoPro the same way it applies to a documentary camera. The Andaman Tourism commercial-shoot permit requirement has been enforced aggressively since 2023. The threshold where "tourist with a camera" becomes "commercial operator requiring clearance" is not published. It is applied on judgment — usually on a jetty, after three years of uploads.
